Local Autorithies

As a result of the works carried out during the 28th, 29th, 30th and 31st of March 2007 in Malaga, and taking as reference the conclusions of the table on Participatory Budgeting held in FAL of Nairobi, we are constituted as Participatory Democracy and Participatory Budgeting Working Group of the FAL Network.

On 15 March 2007, the Mayer of Bobigny, Catherine Peyge, will sign three decrees to ban evictions and the cutting off of water and electricity supplies in the commune. They will be submitted to the préfecture of Seine-Saint-Denis on the same day.

The meeting of the Forum of Local Authorities for Social Inclusion and Participatory Democracy (the ‘FAL’ network), which took place in January at the 2007 World Social Forum in Nairobi, decided to place greater emphasis on participatory budgeting policies.

THE PROGRAM OF INTERNATIONAL CONFERENCE IN PARTICIPATORY BUDGETING

In this 7th meeting of the FAL, in the context of the WSF in Nairobi, we have met again to assert the important role of local governments for Another Possible World.

His last words were in support of the right of housing for all, especially for the poor. These words were a true representation of his character, a clear picture of what he was and will continue to represent.

FAL is an encounter of mayors, and representatives of local governments worldwide, created in 2001 within the framework of the World-wide Social Forum. Its objective is to debate and to put in practice social inclusion and the construction of a planetary society of justice, peace and political democracy , a construction that cannot be carried out without the cities and social movements.
The IAI, FAL's partner, will attend the event.

"A specific approach to the world of urban metropolises"

Organised jointly by outlying towns in Europe and Latin America, the "Nanterre International Encounters" which took place in October 2002 permitted an initial exchange of experiences, information, practices and studies concerning this specific question.
As a follow-up to those meetings, the worldwide network known as "Outlying Towns & Participatory Democracy" was created, with the aim of inventing and instituting forums in which to pursue these discussions and thereby increasing the variety of players involved worldwide.
Thanks to this network, we have been able to make our voices heard, and thus present our problems in detail at major events such as the Worldwide and European Local Authorities’ Forums for Social Inclusion, the URBIS conferences and the founding "United Cities and Local Governments " (UCLG) congress.
To this end, in partnership with the International Alliance of Inhabitants, we are launching an appeal to all outlying local authorities throughout the world that wish to participate, as well as to any interested researchers and citizens, to join us in developing the programme for an "Outlying Local Authorities’ Forum" which we propose to organize together in Nanterre (Metropolis of Paris - France) on March 2nd, 3rd and 4th, 2006.
