Dear Angelo,
This sounds to me rather similar to the proposal already made for a seminar on urban and local forum issues, which may be called "what role should cities play in an alternative Europe?"
But there are at least two slots in which things can happen (I believe) - seminars in the formal programme (just a few hours) and a proposed "open space" for urban issues which might run for some days and host meetings, exhibitions, videos etc.
I hope others can respond in more detail. Michael
PS I know there are a lot of people in Italy linked through Sbilanciamoci! , Inura and other networks in Florence and Milano especially who are also involved.
